Water Collaborative Delivery Association (WCDA) Member Project Spotlight on GCSED’s upgraded Northwest Regional Water Treatment Plant. This was Greene County’s first collaborative delivery project as well as the single largest investment in its history.
Greene County decided to upgrade its water treatment facilities to include reverse osmosis membrane nanofiltration to lower the water hardness and increase compacity. The planning process for the project began in 2018 with the decision to use a progressive design-build delivery method. The Shook/AECOM joint venture (JV) was awarded the project.
The upgraded water treatment facility was completed in 2025. The JV worked to design and build a 25,000-square-foot building to house the six new RO skids containing 1,638 individual membranes. The facility also contains expansion space for an additional two RO skids in the future. The facility includes 60 pumps, 41 analyzers, and 39 flow meters that transport and track water quality characteristics to ensure the facility is working as intended.
