The Clifton Water Resource Reclamation Facility (WRRF) is a wastewater treatment plant owned and operated by GCSED. The plant is located on a two-acre lot, approximately 0.3 miles south of the Village of Clifton on State Route 72. It receives flow from a vacuum collection sewer system serving the Village of Clifton.
The existing plant was constructed in 1994, and the plant’s sewage treatment systems were determined to be beyond their useful life and faced regular flooding around the facility due to grading issues. The County has decided to replace the existing plant in kind, with a package extended aeration plan that will rehabilitate the sand filters, install a mechanical debris screen, install an ultraviolet (UV) disinfection system, and elevate many of the existing structures to prevent flooding. In addition, the existing trailer used by employees to test plant operations and perform maintenance for the plant will be replaced with a new operations building structure.
Construction vehicles will regularly enter and exit the worksite on State Route 72. Customers may encounter brief construction traffic delays.

Water resource reclamation facilities (WRRFs) directly contribute to a circular economy by producing clean water, nutrients, renewable energy, and other valuable bio-based materials from wastewater.
The plant typically sees an average daily flow of 23,000 gallons.
An extended aeration plant consists of a steel tank that is compartmentalized into flow equalization, aeration, clarification, disinfection, and aerated sludge holding segments.
